John McCain doesn't know what to do about pork barrel spending that the Congress put's in the budget.
 
If he become's President in November, then he has another option that most Presidents have not used effectively The Veto.
 
The President can sign a bill within 10 days of coming to him from Congress making it a law.
 
He can let it sit on his desk for over 10 days leaving it to become law without his signature.
 
He can at the end of a session use the pocket veto to kill a bill without letting Congress do anything.
 
Finally, he can veto a bill within 10 days send it back to Congress where 2/3rds of each house are needed to override his blunt veto to make it a law.
 
Most State Governors have a line item veto.
 
The Governor of Wisconsin has what's called a Partial Veto.
 
The Governor of North Carolina has no Veto.
 
The President of the United States under Clinton had a something of a temporary line item veto.
 
According to Article 1, Section 7, Last Paragraph of the Constitution the President of the United States has a Line Item Veto that has never been exercised and never been adjucated in the Courts.
 
Every Order, Resolution, or Vote taken by the Congress shall be subject to Presidential Review.
 
Orders would be amendments.
 
Resolutions would include the War Powers Act.
 
Votes take place each day in Congress.
 
As a Libertarian Republican, I believe in the Constitution and a minimalist government.
 
Here's a way to reduce government's size although I don't think it would not be instituted without a fight.
